An Education Management Information System (EMIS) has been playing an important role in Monitoring and Evaluation (M&E) of the education sector in St. Vincent and the Grenadines.

The primary educational data collected through EMIS, such as student enrollment and test scores, allows the basic tracking of schools (World Bank, 2012).  With the intention of further refining and upgrading the existing tool, St. Vincent and the Grenadines, the Ministry of Education (MoE) of St. Vincent and the Grenadines adopted OpenEMIS in 2013.  The new system aims to address what educational planners recognized as limitations of the current EMIS:  a lack of data on retention of trained teachers, lack of integration with a long‐term education strategy, ease of use, and inadequate localization for use.

The overall purpose of piloting OpenEMIS was to strengthen and maintain a comprehensive education decision-support system based on open access to government-owned education statistics, and thereby improve access and use of, timely and reliable information on education in St. Vincent and the Grenadines.  The two main complementary objectives include: First, establishing a robust and effective national M&E framework on education aligned with the national strategy through the use of relevant performance measures and the setting up of corresponding ICT tools at all appropriate levels; and second, assessing and strengthening national EMIS capacities through the provision of capacity development activities and technical assistance in this area.
